Primary Function Under the direction of the Director of the Community Mental Health Center (CMHC), or designee, the incumbent plans, organizes and manages the Quality Improvement (QI) services of CMHC, monitors services provided to patients and ensures patient safety. The incumbent oversees the development and implementation of CMHC policies and procedures; ensures compliance with local, state, federal and accrediting body regulations and standards; and assures all CMHC programs are operated in accordance with goals as established by the Director and by the Board of Trustees (BOT). Supervises the Utilization Review Coordinator.
Primary Duties & Responsibilities:
Serve as lead staff member to maintain knowledge of current regulations and standards related to CMHC to ensure compliance including, but not limited to: Centers for Medicare/Medicaid Services (CMS), American Osteopathic Association (AOA), Nebraska Department of Health and Human Services (DHHS), Region VI, Health Insurance Portability and Accountability Act (HIPAA), etc. Develop, coordinate, and publish an annual multi-disciplinary QI plan in accordance with applicable local, state, federal and accrediting body standards and regulations. Develop a system to ensure compliance with annual patient safety goals as determined by accrediting bodies. Serve as resource person regarding QI and certification issues for CMHC staff and outside agencies. Respond to inquiries from the public, family members, staff members and the Board of Trustees regarding accreditation issues. Serve on CMHC Executive Team to provide the Director, Medical Director, Director of Nursing and Director of Outpatient Services with input related to QI activities to assess compliance with regulations and standards which may affect patient care or services. Prepare and present findings of QI activities to the CMHC QI Committee, Medical Staff Committee, and Board of Trustees including, but not limited to: medication variances, seclusion/restraint usage, patient satisfaction, compliance with patient safety goals, and peer reviews. Maintain records to report findings to accrediting body and other agencies as needed. Develop recommendations from executive staff, medical staff and BOT into QI activities for the measurement and documentation of improvements in patient care and treatment outcomes. Serve as accreditation manager for the CMHC. Ensure continued accreditation through a continuing program of education, evaluation, analysis of results, development of proposals, and implementation of approved recommendations. Conduct evaluations of CMHC programs and practices to determine the degree of compliance with applicable regulations and accepted standards of patient care and safety. Identify factors needing improvement and activate committees for the review of situations, development of recommendations, and initiation of action. Measure program outcomes and monitor peer reviews among medical staff, nursing staff, therapists and social workers. Develop statistical tools, questionnaires and monitoring methods for data gathering as needed. Report outcomes to executive staff, medical staff and Board of Trustees as indicated. Maintain and update all CMHC Policies and Procedures Manuals. Ensure policy review and development as indicated to ensure compliance with standards and regulations and provide a framework of best practices. Assist the Executive Staff in developing and/or revising policies; ensure changes are within program standards and regulations and made in a timely manner. Revise and develop CMHC forms and records keeping practices to provide for appropriate documentation of patient care, treatment plans, services provided, and client progress as well as documentation of compliance with standards and regulations. Assist with training and staff development functions. Design and implement in-service training programs regarding the QI process and associated methods for recording and evaluating results. Recognize that individuals with co-occurring disorders are expected, not the exception, and are welcome into treatment. Engage individuals with co-occurring disorders in an empathetic and accepting manner. Maintain good working relationships with related mental health and governmental agencies to provide an authoritative exchange of information on best practices, QI activities, evaluations and outcomes. Maintain knowledge base of mental health practices through ongoing education and networking with local and nationwide facilities. Attend meetings, conferences, seminars, etc., within funding constraints. Research changes in state statutes, judicial decisions, federal law, and County Board resolutions and, as needed, recommend corresponding changes in standard operating procedures and policies. Supervise the Utilization Review Coordinator to ensure that all utilization review/case management activities are performed as required within the CMHC. Perform duties of UR Coordinator in his/her absence. Research available sources of funding for the CMHC, both public and private. Maintain and update all billing sheets. Respond to psychiatric/behavioral emergencies in the CMHC or Health Center as required. Maintain records of fire drills and safety inspections for all CMHC sections. Other Duties and Responsibilities Serve as liaison for DOT.Comm in order to maintain consistency and accuracy with technical/computer access for all CMHC staff. Update and maintain CMHC website. Serve on CMHC Committees as assigned. Perform other related duties as assigned.
Qualifications:
Bachelor's degree in Social Work, Psychology, Sociology, Nursing, or a related field of study. Master's degree preferred. Three years related work experience in human services or a comparable mental health setting which evidences experience in direct patient care. Related additional experience in quality improvement, the evaluation of program outcomes, and/or development of policies and practices preferred. Experience and/or training in personal computer operation and significant knowledge of word processing, spreadsheet, and presentation software. Must have the ability to develop databases for storing, comparing, and presenting program outcome information. Successful completion of a pre-employment local and national criminal records check, including fingerprinting.

Duties also require the ability to tolerate a work environment that could potentially include contact with or exposure to loud noise, noxious/offensive fumes/odors, blood or other body fluids, and infectious materials. An incumbent must have the ability to frequently lift and/or carry equipment, supplies and other materials weighing up to 10 lbs., and to occasionally lift and/or carry equipment, supplies and other materials weighing up to 25 lbs. Work functions require that the incumbent possess sufficient hand-eye coordination and manual dexterity to use hands and arms to reach, handle, grasp and feel, and to operate computers and any other equipment that is used to perform the essential functions of the job. Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close vision, distance vision, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges.
